The Memphis City Council voted Aug. 4 to send a charter amendment to the November ballot that would establish local lobbyist registration and disclosure requirements.
Council members described the measure as a transparency step intended to give voters a direct choice about whether to require lobbyist disclosure in city government. "For us, this is just low-hanging fruit and something I think should have been done a long time ago," Vice Chair Carlisle said in remarks urging the referral. One public commenter, Pamela Moses, urged the council to make changes that would strengthen municipal accountability and suggested putting issues to the ballot.
The ordinance was approved on third and final reading and will appear on the state general election ballot in November for Memphis voters to accept or reject.
