Director (S2) explained staff found six to eight different card types and multiple paper applications; the proposal creates a universal application and clearer staff procedures for categorizing cards. "12 year olds can apply for a library card without a parent's signature," S2 said, noting the change aligns with recent law and reduces administrative friction.
Temporary resident cards (for people without a stable postal address) will continue to be limited for physical loans (four items) but will gain access to digital collections without a $10 fee. Staff also discussed training for tabling and card issuance at outreach events.
