Council refines mural ordinance and adopts policy requiring site notice 14 days before Art Commission hearings

After additional conversation about aligning the ordinance language with administrative practice, council moved and approved the ordinance amendment and a companion resolution adopting mural policy and guidelines. The council instructed staff to harmonize the ordinance and policy language so applicants and the public receive consistent notice of meetings and site postings.
