Board reviews upcoming bond projects and considers design‑build packaging for HVAC work

The presentation covered Weslaco High School, Northbridge Elementary, Cleckler Heath Elementary, Antonio Rico Elementary, Mary Hope Middle School, and both high‑school campuses for access control, and it flagged HVAC projects as candidates for bundled delivery.
"We are currently exploring these options for these campuses," the project presenter said, describing design‑build as offering speed, cost certainty and a single point of accountability. Trustees urged caution and drew on past district experience: one trustee urged the board to "look really hard" at design‑build for HVAC because of liquidated‑damages problems the district has faced with traditional contracting, while another trustee recalled a large district‑wide HVAC project in 2014 that used a different model.
Staff also said they are working with a management group to create interactive, public project portfolios to improve transparency and community access to project progress and documentation. The board asked staff to return with construction‑method recommendations and package options for the August board meeting.
