Presenter (S3) showed maps and LOS data and said a recent subdivision (McConnell Landing) would add roughly 700 vehicle trips per day onto nearby roads that are already over capacity. He also pointed to a separate proposal for 350 apartments on Saint Mark Road feeding onto Wade Hampton as a place where queues and safety issues already exist.
Chair (S1) and multiple commissioners said those examples demonstrate why Article 9 must be clearer about background growth and study-area scope so the county can identify locations where approving another development would make roads unsafe. Staff said some existing intersection improvements are planned but likely insufficient to accommodate the combined effect of several nearby projects.
