Captain Afton Alvin told the council that a DLR space needs assessment conducted during the report period recommends a consolidated facility of at least 28,000 square feet to accommodate current and future operations. "They have said that, we will need a space that is at least 28,000 square feet to accommodate us all being in 1 building and doing our jobs now and into the future," Alvin said, noting existing buildings (12,260 and roughly 4–5,000 square feet) fall short of that need.
Alvin described recent heavy rain damage at the civic center and nearby parking that nearly prevented a dispatcher from reaching her car, and said that had dispatch flooded it would have imperiled operations. She cautioned that funding and construction timelines vary and suggested a parcel tax is a typical funding mechanism once cost estimates are finalized; councilors asked about parking and temporary relocation during construction.
