St. Armand board authorizes RFQ to pursue up to $5M grant for PFOA treatment at water plant

The Town of St. Armand Board on March 6 adopted Resolution No. 27 to publish a request for qualifications (RFQ) seeking professional engineering services for design and construction of a PFOA/emerging contaminants treatment project at the town water treatment plant.
Supervisor Davina Thurston said the listing form and engineering report must be submitted by May 30, 2025 to place the project on the annual list for federal funding consideration. Thurston said the town could be eligible for the Bipartisan Infrastructure Law Emerging Contaminants (BIL-EC) grant program, potentially covering 100% of project-eligible costs up to $5,000,000, while noting engineering costs are not covered by that grant. "The Town has the opportunity to be proactive and get a head start on this project with 100% grant funding, which is unheard of," Thurston said.
Councilperson Donna Whitelaw moved the resolution and Councilperson Sheridan Swinyer seconded. The resolution directs that the RFQ be published on the Essex County website, the Town of St. Armand website (www.townofstarmandny.gov), the New York State Contract Reporter and the town's designated newspaper. The roll call vote recorded Supervisor Davina Thurston, Deputy Supervisor Karl Law, Councilperson Sheridan Swinyer and Councilperson Donna Whitelaw as voting AYE; Councilperson JP O'Neil was excused.
The board scheduled selection of a qualified engineer at the next regular Board meeting on March 18, 2025, to allow the engineering party sufficient time to prepare the required listing form and engineering report for the May 30 deadline.
The resolution and posting instructions were adopted without public comment at the special meeting held at St. Armand Town Hall.
