St. Armand board finds no significant environmental impact, schedules June 17 public hearing on comprehensive plan update

The Town Board of St. Armand adopted a SEQRA negative declaration for the town’s 2025 Comprehensive Plan Update and set a public hearing for June 17, 2025 at 5:30 p.m. at Town Hall, 1702 NYS Route 3, Bloomingdale.
Deputy Supervisor Karl Law offered the resolution on behalf of the board and the measure passed by roll-call vote with all members voting AYE. The resolution directs the project consultant to submit FEAF Parts 1–3 and the board’s determination to the New York State Environmental Notice Bulletin for publication and makes the draft comprehensive plan available for public review at the Town Clerk’s office and online. As the resolution states, "A PUBLIC HEARING shall be scheduled for Tuesday June 17, 2025 at 5:30 P.M." The public may comment in person at the hearing or submit written comments to the Town Clerk by the morning of June 16.
Why it matters: the update outlines long-term goals and strategies for land use, infrastructure, housing, natural resources and economic development in St. Armand; scheduling a hearing begins the formal public-review period required by Town Law § 272-a. The board recorded no objections from involved agencies during the 30-day coordinated review described in the FEAF materials. The board adopted the resolution immediately following the FEAF review and will accept responses at the hearing and by written submission beforehand.
The board’s action was procedural (a SEQRA determination and hearing schedule) and does not itself adopt the plan; final adoption is expected after the hearing and any subsequent revisions. The deadline and filing instructions are included in the public notice posted by the Town Clerk.
