St. Armand board designates itself SEQRA lead for 2025 comprehensive-plan update

The Town of St. Armand Board voted March 18 to declare the draft 2025 Smart Growth Comprehensive Plan Update a State Environmental Quality Review (SEQRA) Type I action and to serve as the SEQRA lead agency for a coordinated review. The board named the Adirondack Park Agency, the Essex County Planning Board, the Essex County Department of Public Works, the New York State Department of State, the New York State Department of Environmental Conservation, and the New York State Department of Transportation as involved agencies to receive the draft and the FEAF Part 1.
Councilperson Sheridan Swinyer, who moved the resolution, authorized the consulting team (AES Northeast and Dr. Ann Ruzow-Holland) to forward the draft plan and FEAF Part 1 to the listed agencies; the board directed that, within 20 calendar days of receiving comments or after 30 days if no comments are received, the board will complete FEAF Part 2. The action starts a formal environmental-review timeline that the board says will inform final plan adoption and any subsequent land-use or capital decisions.
