City planner Catherine Gunther told a Yachats Zoom audience that the proposed Title 9 draft does not raise the citywide maximum building height, which remains 30 feet under current code. "We have a citywide, building height limit of 30 feet," Gunther said, adding that detached accessory structures would still be limited to about 15 feet and cottage clusters to 24 feet.
Gunther explained a technical change to how height is measured on sloping lots — tightening the prior four‑corner averaging method to prevent downhill facades from appearing multiple stories taller. She also cited a practical public‑safety constraint: "Yachats fire has no aerial trucks," noting that local firefighting capability is a de facto limit on how tall buildings the city will consider. Setbacks in residential zones remain largely identical in R1–R4 (generally 20 feet from the street, 10 feet from the rear), though staff said reduced front setbacks in higher‑density areas remain under discussion.
