St. Armand adopts 2025 Comprehensive Plan after public hearing

The Town of St. Armand Town Board unanimously adopted the Town of St. Armand Comprehensive Plan 2025 at its June 17 meeting following a public hearing held earlier that evening. Councilperson Donna Whitelaw moved the resolution adopting the plan, which the board approved by roll call vote 5–0.
The Comprehensive Plan update, prepared pursuant to Town Law § 272‑a, outlines long-term goals for land use, infrastructure, housing, natural resources and economic development and reflects input from residents, stakeholders and advisory committees. As noted in the public hearing materials, "The proposed Comprehensive Plan Update outlines long-term goals, objectives, and strategies for land use, infrastructure, housing, natural resources, economic development, and other planning considerations within the Town," a passage read aloud by Town Clerk Raine DeLancett during the hearing.
AES Northeast representatives Scott Allen and Ann Holland led the public hearing presentation and answered board questions; no members of the public spoke during the hearing. The board recorded that it had issued a SEQRA Negative Declaration on May 20, 2025 and directed the Town Clerk to file and distribute copies of the adopted plan in accordance with Town Law § 272‑a(11). The resolution takes effect immediately.
