St. Armand awards engineering contract to study PFOA cleanup, seeks grant by May 30

The St. Armand Town Board on April 15 approved an engineering contract with Suozzo, Doty & Associates to prepare work for a PFOA response at the town’s water treatment plant.
Engineer Greg Schwart told the board the town’s May 2024 drinking-water tests found PFOA compounds above an expected future regulatory limit and said a Preliminary Engineering Report (PER) should be submitted to the New York State Environmental Facilities Corporation by May 30, 2025 to be eligible for Emerging Contaminant grant funding. Supervisor Davina Thurston said the initial engineering report will cost $30,000 and explained the town will hold a Bond Anticipation Note to cover the short-term water-side debt while pursuing grant funding: “This is a 100% grant funded project,” Thurston said.
The board adopted Resolution #33 to award the contract to Suozzo, Doty & Associates and authorized the supervisor to execute the agreement. The resolution was adopted by roll-call vote with Supervisor Davina Thurston, Deputy Supervisor Karl Law and Councilperson Donna Whitelaw voting AYE; Councilperson Sheridan Swinyer recused and Councilperson JP O’Neil was excused.
Town staff said they will delay most design and engineering until the town’s grant application and funding package are clear. The engineering firm and town grant-writing partner, Essex County Community Resources, will photograph and tour the plant to complete the PER and seek the best funding mix.
