Town approves $10,000 ROOST grant and permits alcohol and games of chance for Bloomingdale Block Party

The Town Board unanimously (amid two recusals) authorized use of the Youth Field for the Bloomingdale Block Party on Aug. 2, 2025 and approved $10,000 in ROOST funds to support the event.
Councilperson Sheridan Swinyer, who moved the resolution to approve the event and ROOST expenditure, presented the Youth Task Force—s request: the task force sought ROOST funds of $10,000 to fund the Block Party, which would include games of chance and sale of beer. The minutes record the resolution and the related approvals to allow the Youth Task Force to sell beer, wine and cider and to provide games of chance as fundraising activities. Supervisor Davina Thurston and Councilperson Donna Whitelaw recused themselves from the roll call votes because they serve on the St. Armand Youth Task Force; the measures passed with the remaining voting members.
The board offered use of the Youth Field stage at no charge when community groups request it; the Youth Task Force will be responsible for event logistics, insurance and compliance with alcohol-sales rules. The resolutions direct staff and the task force to coordinate event details and funding disbursement from ROOST funds.
