County asset-management tool gives St. Armand a roadmap for water and sewer upgrades

Engineer Dylan Thisse of Wright‑Pierce presented the Essex County Asset Management Program (ECAMP) to the board, describing it as a town‑specific inventory and planning tool for water and sewer districts.
"This program determines condition, price to repair, a periodic maintenance schedule, probability of failure in the next 5 years, when a replacement is needed, estimated renewal date and the amount of all assets in the town of St. Armand," Thisse said. He said ECAMP also generates a capital improvement plan that ranks priorities, sets level‑of‑service goals, includes flood evaluation and equipment upgrades, and links estimated costs to potential funding sources. The program is now the town's to maintain, he added, but it is not mandatory to use.
Board members asked no follow‑up questions during the presentation. The program is intended to help the town prioritize projects (including those related to the disinfection project covered elsewhere in the meeting) and to provide cost estimates and funding options for future capital work.
