The Lower Allen Township Board of Commissioners on Aug. 10 approved a revised developer financial-security agreement for Arcona (phases 3–6), subject to specific edits negotiated at the meeting. Charter Homes representatives said the company will accept an 85% completion threshold for each phase that will trigger a 12-month window to place the final wearing course. "So if it would make the board feel, better or more at ease to put a, like, a percentage on, I'm happy to do that," said Anthony Faranda Dietrich of Charter Homes.
The board and developer also agreed to remove references to a shared "construction access" street from the principal paragraph, move a streetlight commitment into its own paragraph with a year-end deadline, and require that Charter include a disclosure about potential construction access and traffic in its public offering materials provided to homebuyers before they sign an agreement of sale. Director Sweeney said staff and the solicitor will review the final language before recording. Commissioner Schwartz moved approval subject to the revisions; the motion passed 5-0.
