Board hears update on plant upgrade with Southland Industries and MKN Engineering; drone survey done, board flags large Southland study

Directors heard an update on the plant upgrade and coordination with consultants Southland Industries and MKN Engineering and discussed the timing and scale of work related to a larger Southland study.
General Manager Weigel said Southland and MKN have been "requesting, and we've been sharing information and data on the plant" and that they recently flew a drone over the plant to verify architectural plans and asset locations. He also included a notional schedule for the intergovernmental agreement and a list of capital improvement projects in his packet for board reference.
During the strategic planning discussion some directors referred to a forthcoming Southland study and cited a notional cost in the mid-seven-figures. Director Barrett said the board is awaiting the Southland study, which he described as a $1,675,000 effort that will dictate many long-term choices: "I haven't heard that we're working with Jacob Green for a long term strategic plan... we're waiting on the $1,675,000 study from Southland in October this year. That's gonna dictate a lot." Several directors urged that the plant and technology questions be considered together with the consolidation evaluation so the district does not make technology choices in isolation.
Board members did not vote on procurements at this meeting; they asked staff to return with related schedules, budgets and implementation steps when the studies are complete.
