Board and staff focused on technical triggers: the project will increase building area by roughly 10,000 sq ft to nearly 48,000 sq ft overall and — based on recalculation — impervious coverage could reach about 71%, which would exceed the local threshold and likely require a variance or reduction in impervious area. Staff also advised that a revised EAF lacking a reference to the Department of Health would need correction and recirculation and that a public hearing would be required if the board determines the amendment to be substantial. The board voted to proceed with the town acting as lead agency for the revised environmental review and directed the applicant to provide the amended documents and responses to prior conditions.
