Jamie Lee Case, director of Parks and Recreation, told council that staff contacted retailers after the single‑use beverage container ordinance was adopted and had limited success getting voluntary in‑store messaging established; the primary retail contact later retired, and staff said they can resume outreach for the next season.
Council members suggested partnering with the chamber and local businesses to provide notification at point of sale rather than mandate retail action. Case flagged Styrofoam coolers as the most common violation observed at Rio Vista and said education and pre‑entry signage to give visitors an opportunity to return prohibited items would help reduce violations.
Council also asked staff to verify sign placement from parking areas to the gates, to ensure visitors see rules and can act (turn back to their cars) before reaching the entry points.
