Tito Martinez, assistant director of planning, said the change would give the city flexibility: a certified staff member could issue floodplain development permits, assist with the county's hazard-mitigation plan and support the community-rating system that affects flood-insurance premiums. "So this is a simple text change that would allow the planning director to delegate floodplain administrator duties to someone qualified," Martinez said. Council members asked about the legal protocol for appointments and whether the charter permits the designee to grant waivers; members requested a broader committee conversation to ensure the change aligns with charter requirements before the ordinance proceeds to a vote.
Martinez indicated there is no urgency and that the change is intended to reflect current staffing certification; the item was referred for further committee review.
