Cold Spring signs letter of concurrence for Fair Street TAP sidewalk project

The Village Board moved to approve a letter of concurrence allowing Putnam County to be the lead applicant for a Transportation Alternatives Program (TAP) grant to build a sidewalk on Fair Street. Mayor (S1) said the village had secured a 20% local share for the Fair Street project from the Hudson Highlands Fjord Trail which helped leverage the county's willingness to serve as lead applicant and cover the remaining 80% to be reimbursed.
"TAP is a federal pass through grant... Municipalities need to demonstrate that they can cover both 20% as a local share and front the 80% of the rest of the project to then be reimbursed from DOT," Mayor (S1) explained. The board discussed a second TAP application for Route 90 sidewalks but concluded the village could not assume the 80% local share this round without compromising bond capacity for the dam project; staff said they would pursue other grant routes and meet with Senator Gillibrand's staff.
Board members approved the draft concurrence letter by voice vote and asked staff to update trustees on next steps and the county planning commission review schedule.
