During the Municipal & Public Affairs segment, Committee Member Rathmell introduced RL26-152, a resolution to authorize an animal control agreement with the Broome County Humane Society. Deputy Clerk Samantha Castello and Aaron, the city's animal-control officer, presented the contract highlights.
Aaron explained that under the proposed agreement, redemption fees previously retained by the Broome County dog shelter will be shared so the humane society receives a portion back when dogs are redeemed; the intake payment for stray, unlicensed or seized dogs is set at $250 per dog with a cap of $60,000, after which services would revert to courtesy placement by the Humane Society. "So biggest thing is that the Broome County dog shelter had previously held on to redemption fees as revenue," Aaron said, and described the new agreement as modeled on the county's prior fee structure. Council members asked a few clarifying questions; discussion indicated familiarity with the item and no further committee action was recorded that evening.
