County committee adopts final plans to pursue dual unification; record sent to State Board

The Monterey County Committee on School District Organization on April 28 moved and voted by voice to find that the proposed dual unification of Greenfield and King City school districts "substantially meets" the State's nine statutory criteria and adopted final plans and recommendations. Committee members made motions on each criterion in sequence and carried each motion by voice vote; the board then directed staff to assemble the record and submit it to the State Board of Education.
Special counsel Marguerite Leoni told the committee the record — including every letter, vote and tape — will be provided to the State Board, which is scheduled to hold a public hearing on July 9, 2026. "The state board will hold its public hearing on this matter on 07/09/2026," Leoni said. The committee’s adoption means the county is forwarding its final plans and recommendations to the State Board; action there will determine whether the county’s recommended election timing can be implemented or whether the State Board alters the calendar.
Committee members and staff emphasized the collaborative process behind the recommendations, including 12 planning meetings and an MOU among the three affected districts intended to equalize liabilities and protect employee rights during transition. The committee also noted county election deadlines: mid‑August is the practical deadline to place a measure on the November 2026 ballot should the State Board approve the plans in time.
