County staff told commissioners they have roughly three weeks to finalize a revenue-neutral working draft of the 2026 budget for publication ahead of a Sept. 14 budget hearing.
Separately, staff provided an update on the ADLS turbine fleet: several turbines are not functioning, parts have been ordered from small vendors, and installation timelines could stretch for months. Counsel and staff said extreme heat and grid-stability requirements limit the ability to take generating units offline for repair, which could further delay return-to-service timelines. "They estimate that it could take a couple of months," said the staff member who summarized the turbine update (speaker 5).
County counsel also summarized a legal memorandum and offered a draft conflict-of-interest policy that goes beyond statutory requirements; the attorney said it was provided for commissioners to read and consider for a future meeting. The board requested the policy be placed on a future agenda for review.
Staff additionally reported that a bridge-damage claim payment had been mailed on Aug. 7 and that staff would continue to provide 30-day updates on turbine status.
