The department detailed recent household hazardous-waste cleanups and a growing volume of roofing and construction debris at the transfer station. Staff said a neighboring county has raised its tire-disposal charge and that commercial tire dealers are increasingly leaving loads at Marion County, shifting disposal costs to the county. "I've contacted 1 company. ... they're $240 where they come pick it up," said the solid-waste representative (speaker 10).
Commissioners discussed options including keeping a low per-tire rate for residents ($3 per passenger car tire currently) while charging commercial haulers by weight or per-ton contract rates (staff discussed a $240-per-ton proposal and commissioners mentioned $300 per ton as a benchmark). A commissioner suggested a hybrid approach: retain an affordable per-tire rate for household customers and introduce a tonnage-based fee or contract for large commercial loads to avoid subsidizing businesses.
Staff committed to returning with pricing options and comparative data from neighboring counties within a few weeks so the board can decide whether to adopt a per-ton commercial fee or other structure.
