Trustees discussed a proposed three‑year management agreement with Scenic Hudson under which Scenic Hudson would carry out trail maintenance and the village would receive $10,000 annually to offset costs. Mayor Jim DeSalvo described the contract as negotiated by his predecessor and Scenic Hudson and noted the agreement includes maintenance and housekeeping responsibilities for the trail.
Several trustees and members of the public raised concerns about a cul‑de‑sac at the top of Regina Road Scenic Hudson had deeded to the village for a turnaround. One resident said prevailing‑wage requirements could make that turnaround project expensive—"that could cost village taxpayers a $100,000 for a simple turnaround," the commenter warned—prompting trustees to ask for legal and engineering guidance. Scenic Hudson representative Heather Blakey said the organization is not requiring the village to fund park construction and that access and emergency‑response plans were discussed with local chiefs. Blakey noted, "We're not requiring the village to do anything," while describing options for gated emergency access and limited upkeep to keep access points available to emergency responders.
Trustees agreed to hold a special meeting on April 16 to finalize terms so the board could take action before Scenic Hudson’s next planning‑board deadline. The contract was left on the table pending additional details about prevailing‑wage exposure, the deeded turnaround and payment schedule.
