Following the budget public hearing, Mayor Jim DeSalvo convened a special reorganization meeting and announced a slate of appointments for the coming year. DeSalvo named James Ramos deputy mayor and assigned water and building commissioner roles to Trustee Peter Carroll; several liaison posts were filled, and village attorney and deputy clerk/treasurer appointments were announced (Elise Teherin as village attorney; Luciana Brown as deputy village clerk/treasurer).
The board voted by roll call to approve one‑year and two‑year appointments and to designate official depositories (JPMorgan Chase; Orange Bank and Trust; KeyBank; Walk Hill Valley Federal Savings Loan; Hudson Valley Investment Advisors; NYCLASS) and the village’s official legal newspaper (News of the Highlands/Times Herald Record). Most roll‑call votes passed unanimously or with routine abstentions; the mayor abstained on one bank vote. The board also set regular meetings for the first Monday of each month at 7 p.m. in Village Hall and designated the third Monday as a workshop; procedural items including investment and procurement policies were approved.
Trustees closed the reorganization meeting and convened the regular meeting at about 7:00 p.m. DeSalvo thanked board members and staff for their work during transition and urged liaisons to answer public questions where possible to keep meetings focused.
