Bothell council authorizes nearly $6.0M construction contract for Sammamish River, Juanita Creek restoration

The Bothell City Council voted unanimously July 21 to authorize the city manager to execute a construction contract with Northwest Construction Inc. for the Sammamish River and Juanita (Waneta) Creek restoration project in the Wayne Open Space.
City staff said the project will restore stream and wetland functions, increase riparian habitat and fish passage, and install new pedestrian bridges within the former Wayne Golf Course site. Robert Mckayden, capital project manager, outlined the schedule: initial traffic-control and excavation work this fall, a winter suspension, in-water work through spring–fall 2027, and final planting in spring 2028.
Amanda Royal, surface water program coordinator, described the project funding and design elements and said the city has assembled multiple funding sources. “These sources are the Washington Department of Ecology, corporate sponsors through Bonneville Environmental Foundation, King County levies, and also the city of Bothell surface water utility funds as well,” she said. “These funds will cover $7,900,000. All of the construction costs for this project.”
Council member Kurt moved to adopt a resolution authorizing the city manager to execute the contract. In presenting the motion he read the contract amount aloud: “I move to adopt a resolution authorizing the city manager to execute a contract with Northwest Construction Inc for construction of the Sammamish River and Wayney To Creek Restoration Project in the amount of $5,957,987.96.” The council approved the motion on a 7–0 vote.
Staff said the restoration is a council strategic priority aimed at improving salmon habitat and water quality along the Sammamish corridor. Construction is scheduled to begin in September pending final board authorizations and permitting.
Next steps: staff will finalize the contract documents, execute the agreement, and begin pre-construction coordination with the contractor and funders.
