Heavy rain, traffic-light outages tied to morning crashes; official urges caution

The official also reported an active crash response: "My traffic service, detectives are actually out, with the crash right now over on Harshman Road by Eastwood Lake," and said preliminary investigation suggested hydroplaning led to a head-on collision between two trucks.
