Staff presented and the council adopted the draft HUD Annual Action Plan for program year 2026'1, which allocates federal Community Development Block Grant (CDBG) and HOME Investment Partnerships funds. Anais Navarro summarized the awards: the city will receive approximately "$571,332 in CDBG funds" and "$302,097.03 in HOME funds"; CDBG line items included $114,266 for planning and administration, $297,066 for public improvements, $135,000 for the business grant program and $25,000 for the Fair Housing Foundation. HOME funds were described as $30,209.70 for planning and administration, $45,314.55 for CHDO set-aside and $226,572.75 for a multifamily rehabilitation program.
Council members asked for a year-over-year comparison and updates on the earlier forgivable loan pilot for small businesses; staff said they would provide that information and return with lessons learned before programming new funds. The council moved to adopt the plan and approved it unanimously, enabling staff to submit the plan to HUD.
