Assembly member Smiley described how award limits were adjusted to fit available resources: larger awards capped at $16,000 (reduced from an earlier $25,000 proposal) and smaller awards limited to $3,500 (down from a typical $5,000). He also noted funds would be drawn from a mix of sources, including the tourist fund, opioid settlement fund, fisheries development fund and the general fund, with a separate $100,000 allocation for Kodiak College and library support.
Assembly members praised the approach and the resolution passed unanimously on roll call.
