The Kodiak Island Borough authorized the borough manager to execute contract FY2026‑67 for environmental services supporting multiple borough facilities, awarding the work to NWFF Environmental Inc. following a procurement process.
Manager Seema and staff reported that the borough issued a request for proposals on May 8, 2026 (later extended), received three proposals (Dowell, Nortek and NWFF Environmental), and the evaluation committee—comprised of borough staff—scored NWFF Environmental highest. Staff said the contract will support sampling, reporting, corrective actions and permit compliance for facilities including the Kodiak Fisheries Research Center, the borough landfill and the leachate treatment plant.
Prior to discussion, Assembly member Viscocco declared he is employed by a firm that could create a conflict and was asked to step out of the room for the discussion and vote. After staff remarks, the assembly voted on the authorization and the motion passed 5–0.
