Council hears staff on alley encroachments and $16,000 paving add-on in project budget

Staff told the council that two properties currently use parts of a public alley as backyard space and that aerial photos show the condition has existed since at least 2016. "This has been going on as far as we can tell, at least since 2016, the aerials that we've seen," Staff member (voice 5) said, describing the long-standing nature of the encroachment.
Staff said neighborhood members want alleys improved and that the city's add-on budget includes $16,000 for alley paving and an estimated $60,000 for improved screening between the TID property and the project; staff cautioned that reclaiming right-of-way could be unpopular with the affected property owners and asked council for direction.
