Council authorizes annexation, development agreement for roughly 132-acre Post Oak Point tract

The council adopted an ordinance authorizing a development agreement with Post Oak Point Ltd to annex about 132 acres in the city's extraterritorial jurisdiction and to govern development terms including detention, road tie-ins and covenants. Presenters emphasized coordination with TxDOT for a street tie-in to FM 521 and described anticipated long-term tax-value gains.

A representative for the developer said the project reflects several years of planning and coordination and that the annexation includes detention design and a proposed road connection. Jenny Corbis, who spoke in support, said the annexation could add substantial taxable value if fully built out, calling it "very significant and very positive" for city mobility and revenue.

City staff described the agreement as the continuation of a project dating to 2019–2021, noting the development agreement will be recorded in the county real-property records and that substantive changes to material agreement terms would require council approval and re-filing. The council also discussed a covenant term tied to the property for a multi-decade period and confirmed that the detention pond and certain non-public-right-of-way features would remain the developer's responsibility.

Councilors voted to authorize the mayor or her designee to execute the documents needed to implement the annexation and the development agreement; the ordinance passed after deliberation. Staff directed that final ministerial edits be resolved prior to execution and noted future filings as the project advances.
