Consultant: Third Street sidewalk check plans to be submitted next week; GIS dashboard and sewer work progressing

Melissa Clow of consulting firm HR Green briefed the council on multiple infrastructure projects that the firm is advising the city on, saying the Third Street sidewalk extension has cleared state reviews and that design documents are moving to final checks.
"We have received NEPA and SHPO clearances from the DOT," Clow said, and added that "we are planning to check to submit check plans to the Iowa DOT and the city on 12/02/2025." She told council staff that the check-plan submission is scheduled for the week following the meeting.
Clow said HR Green has created a GIS dashboard for the city's sidewalk program and is adjusting it for correct sidewalk widths as it coordinates with TigerEye. She also reported the sewer replacement in the alley between Ford and North Huber is nearly complete, with concrete paving slated and substantial completion currently scheduled for Dec. 31, 2025. On the water treatment plant, Clow said HR Green is scheduling a preconstruction meeting for an aerator replacement with the selected contractor.
Why it matters: the presentation identified near-term project milestones and coordination steps the city must complete to keep federal and state-backed sidewalk and sewer projects on schedule. Councilmembers asked whether the QuickStar (QuickStar/Kwik Trip) traffic study would be available to the public; Clow said if council places the study in a packet and discusses it, it will be made available.
