Council hires Hales Engineering to update transportation master plan amid county growth

The council approved Resolution 2026‑59 to contract with Hales Engineering for an update of the Tooele City Transportation Master Plan. Public Works Director Nathan Farr said rapid county and city growth and recent UDOT discussions prompted the update; the study will include traffic counts, land‑use assessments and planning for 10‑ to 50‑year horizons to better position the city in UDOT coordination.
Farr said work will draw on traffic counts, zone density analysis and discussions with city economic development and administration staff. A consultant speaker noted the study considers where traffic originates and how it moves through the city, not only inside city limits. Council voted 5‑0 to approve the agreement funded from road‑C funds.
Council members asked about methodology and the consultant said traffic counts and land‑use modeling will be part of the deliverables.
