Council approves Phase 1 plan specs for Grand Prairie Parkway streetscape

City staff presented the Phase 1 plan specifications for the Grand Prairie Parkway streetscape project, a long‑planned effort to add gateway monuments, intersection hardscaping, landscaping and wayfinding along a roughly 2.5‑mile corridor connecting I‑80 to University Avenue in the Kettlestone area. Staff said Phase 1 focuses on two gateway monuments (about 33 feet tall at University Avenue and I‑80) and major corner treatments at key intersections.
"This project is, 11 plus years in the making," the presenter said, describing the design history and objectives to create a cohesive corridor identity and place‑making opportunities. The council held a public hearing, discussed trail and intersection work that goes beyond signage, and the mayor closed the hearing before the council moved to approve the plan specifications, contract form and engineer’s estimate.
Staff later reported two bids very close to the engineer’s estimate and recommended awarding the base contract to Concrete Connection of Johnston, Iowa. Council members present voted to approve the plan specifications and to award the contract; staff said funding will come from cash reserves and tax‑increment financing within the urban‑renewal area.
