Resident accuses trustee of inaction on tile easement, questions separate appropriations hearing cost

During public comment a resident (S11) sharply questioned a trustee about the status of a tile-easement agreement and raised cost concerns about scheduling a separate appropriations hearing.
S11 told the board he had asked about the tile agreement two weeks earlier and said he received no progress; he said, "I asked you about it 2 weeks ago with the hopes that perhaps you have some progress..." and later urged the board to stop approving documents without reading them, citing a FOIA'd lease that contained a blank emergency contact field. He also argued the separate appropriations hearing scheduled for July 22 would cost the village roughly $500 and said that hearing could have been combined with the administrative meeting to save money.
The trustee (S3) replied in part that he had not completed work on the tile agreement. The board did not take formal disciplinary or investigatory action during the meeting; the exchange remained unresolved in-session.
