"We are at a $3,000,000 budget because of a project that we're doing. Actually, 2 projects," the chair said, framing the appropriation as necessary to set legal spending limits for those projects.
The exchange highlighted local concern over large capital or project-related costs and a desire from at least one resident for more frugal oversight and scrutiny of change orders and discretionary spending. No vote on the appropriation’s substance occurred during the hearing; the board voted only to close the hearing and adjourn.
