Tim Turner, president of T Square Engineering, who represented owner Jay Luna, described the site as a triangular lot with a low area that "floods right there," and said the applicant wants to place the house on higher ground to avoid the low spot. Turner provided spot elevations and said the plan is intended to keep main living areas out of the low elevation. Board members discussed whether the accessory structure could be relocated, alternatives to grading, and whether reorientation of the house might work; the motion to approve noted the lot's unique geometry and surrounding constraints. The board approved the encroachment 3–1 by voice vote.
