Trustees spent substantial time on wastewater metering for Rolling Meadows. Staff said Rolling Meadows currently meters only water production and the village lacks a reliable way to measure wastewater flow and infiltration losses. A proposed monitoring structure’s "initial cost for just the structure is $25,000," staff said, adding that installation, electrical work and excavation would be additional.
Trustees debated whether the capital cost should be borne by the village or the customer, whether the village’s ordinance requires the village or the private party to install metering, and whether a billing uplift (e.g., billing a percentage higher) could act as an interim solution. Staff agreed to check the ordinance and return with cost and responsibility options at a subsequent meeting.
