Board discusses Tonka Water plan to rehab treatment filter; epoxy cited as short-term option

Public works staff outlined two approaches to repair a failing water-treatment filter: a temporary internal epoxy coating and a more permanent reconstruction involving removal of the lower floor plate to access the underdrain, installation of a concrete-encased piping grid and reinstallation of support and filter media.
Public Works Director said Tonka Water provided a materials-only budget of "around 87,000 materials," while cautioning that the labor component would likely raise the overall cost and that the work would require confined-space entry and several months of downtime. Board members discussed safety apparatus, confined-space timing and the tradeoff between a shorter-term epoxy fix and a multi-month rebuild that is expected to extend filter longevity.
Staff said they would request contractor labor estimates and bring cross-section drawings to a future meeting so trustees can better evaluate cost, downtime and safety implications before selecting an option.
