Starksboro planning commissioners begin energy-section review; Energy Committee suggests data-center language

At the July 16 meeting, Planning Commission member Luke McCarthy reported that he has been attending Energy Committee meetings and that the committee has started reviewing the town plan's energy section. McCarthy said the Energy Committee had begun "reviewing maps and discuss[ing] substantial deference" and that it had "recommended including language about data centers in the plan."
Commissioners noted the need to update charts, graphs and tables in the town plan; they identified ACRPC as the likely source for most of the current information but said the Commission will need to go through the plan and identify the sources for each chart. Members also suggested inviting someone familiar with substantial deference to speak to the Commission and emphasized staying in touch with the Conservation Commission as the energy section is revised.
Next steps recorded in the minutes include reviewing maps and data sources, scheduling a guest speaker on substantial deference, and allocating time to examine Lexi Thompson's proposed policy documents ahead of the next round of bylaw rewrites.
