IG says CPD chain of command sometimes overturns findings, citing timeline or administrative hold

The inspector general described several cases where the DIG sustained findings but the Division of Police chain of command did not impose discipline. She said in one example the DIG sustained a finding for profanity captured on body-worn camera but the chain-of-command recommended no discipline because the investigation had exceeded the 90-day timeline after an administrative hold.
"While we know that we've had the conversations with the FOP and this is an agreement, this is also a conversation that I've had with the collective bargaining agreement," the IG said, adding she would write a memo to the chief to document the office's concerns and to request a clearer written practice.
