Resident places 10-page complaint against Elkhart Police Department on public record

During privilege of the floor, resident David Miro told the council he filed a citizen complaint on July 9 alleging multiple violations by Elkhart Police Department officers and that he had not received the response he requested by July 24. Miro said he submitted certified mail to the police department on July 14 and delivered a 10-page written complaint to the council for the public record.
Miro told council the complaint lists eight officers and alleges crimes including false arrest, unlawful searches (including of digital devices), First Amendment retaliation, conspiracy against rights and obstruction of official proceedings, as well as multiple department-policy violations and outstanding discovery obligations. He said he placed his full written complaint on the public record at the meeting and requested that city officials follow up.
