Bisbee council awards $3.856 million contract for Lavender Pit East shared-use path

On July 14, 2026, the Mayor and Council of the City of Bisbee voted unanimously to award a $3,856,410 construction contract to Granite Construction Company for the City of Bisbee Shared Use Path — Lavender Pit East Segment. Mayor Ken Budge moved the award, and Councilmember Trish Damon seconded; the motion passed unanimously.
Construction Manager Mike Normand told the council that bids were opened July 9 and that Granite submitted the lowest responsive bid. Normand said the project had been rebid after earlier estimates exceeded budget; the Arizona Department of Transportation assumed parts of the scope, Bisbee Bikeways raised additional funds, and value engineering reduced overall costs so the project fits available funding. He clarified an apparent $356,410 shortfall represents donated funds that have not yet been transferred to the city but are expected within a week, and that the Notice to Proceed will be issued after the funds are received. Construction was anticipated to begin in early August.
City Manager Ashlee Coronado confirmed that Bisbee Bikeways’ fundraising will cover the contract amount and Mayor Budge said the city’s previously reserved $100,000 will remain available as contingency for potential change orders; Normand added the project budget includes about $410,000 for contingency. Councilmember Mel Sowid praised the move to construction and thanked staff, volunteers and ADOT for their roles.
