Residents and regional activists filled Glenwood Springs council chambers on Aug. 6 to press the council to enforce a Planning & Zoning revocation for a temporary hold facility at 100 Midland Avenue.
"We have the records. We have video," said Ashley Stahl, a local resident and volunteer researcher, recalling months of neighborhood documentation and urging the council to "Vote to enforce and then work with us." Other speakers testified about family and community harms, urged the city to sue only the private landlord in state court to avoid federal removal, and asked for collaboration between staff and local volunteers who have collected evidence. City Attorney Carl Hanlon told the council the July 24 EMS call provided staff the fact‑based evidence necessary to pursue enforcement and described the legal and financial risks of litigation, including likely supremacy‑clause defenses and the possibility of federal removal if the government is named.
