Commission approves TDOT preliminary-engineering agreement for Knott Creek Road widening

Jason Miles, the staff presenter, told the commission the TDOT award is $2,000,000 with a required $500,000 local match split between Johnson City and Washington County ($250,000 each). He said the current budget estimate for construction is $47,400,000 and that the engineering phase would run on a three‑year clock that must be met to reach a construction notice in approximately three years.
"The total award is a $2,000,000 award from TDOT with a match requirement of $500,000," Miles said, summarizing the funding and schedule. He noted the agreement covers engineering and environmental work and does not include right‑of‑way acquisition.
Commissioners asked whether the vote covered only engineering and when homeowners would be notified about construction impacts; Miles confirmed that right‑of‑way acquisition is separate and that the city would notify affected homeowners after the agreement and consultant selection.
After discussion, a commissioner moved to approve the agreement and select a consultant for the design work; the motion passed on a roll call vote.
The agreement advances design work expected to support a future super‑two roadway and a bridge over the railroad described in project materials. Staff estimated bid documents would be completed by December and that construction could begin in fall 2027 pending permitting and final design.
