The North Liberty City Council on Feb. 10 approved Resolution 2026-12 to contract with a consultant to draft an Art & Culture Plan for the city.
City Administrator Ryan told council members the city allocated funding for the plan in 2024 and staff recommends moving forward with a facilitator experienced in municipal arts plans. "We had a small group of staff, who had some initial conversations," Ryan said, describing a proposed steering group and a mix of virtual surveys and in-person events to gather community input. He said staff would establish a timeline with the consultant after approval.
One council member raised a concern about intellectual-property and post-termination rights in the consultant agreement, saying, "they hold for, like, 2 years after the termination of the agreement. They hold a lot of the rights to some of the stuff." Ryan responded that staff would take a closer look at the agreement language before signing the final contract.
The council approved the resolution by roll call vote (5–0). Staff said the consultant would work with a steering committee of roughly 7–12 people and that phases of the consultant’s work would likely be spread across several months.
