"Bruce is alive today because a federal court created a temporary window," said Nina Glascoder, who submitted a packet she described as containing VCAS records, legal summaries and expert reviews. Multiple speakers cited behavioral-expert reviews, rescue offers and a temporary preservation order and asked the board to use the federal window to approve a legal transfer rather than euthanasia. Several speakers also urged VCAS leadership to reengage rescue partners and follow procedures under the Hayden Act. Other commenters, including shelter staff and affiliated volunteers, defended shelter operations, said volunteers provide thousands of hours and pushed back on what they called misinformation.
The board did not take an immediate action on the case during the public-comment block; speakers asked staff to pursue lawful transfer options and increased transparency on rescue communications.
