Douglas County commissioners certify six conservation easements in 3–2 vote

The Douglas County Board of Commissioners voted to certify six conservation easements secured by the U.S. Fish and Wildlife Service, approving protections and specified uses on properties in Lund, Brandon, Lake Mary, Solem, Holmes City and Spruce Hill Townships.
The motion to certify the easements was made by Commissioner Jeff Way and seconded by Commissioner Shane Schmidt. Commissioners Tim Kalina, Shane Schmidt and Jeff Way voted yes; Commissioners Charlie Meyer and Jerry Rapp voted no. The easements include Habitat Easements (allowing haying after July 15 annually) for Casey and Kim Englund, David and Valerie Kalina, Presco Partnership (Robert, Mark and Peter Prestrud), and Joseph, Joshua and Brittany Rud; a Wetland Easement for Craig and Julie Haseman protecting one wetland basin; and a Habitat Easement for Jerry and Donna Rosenthal allowing haying after July 15 and year-round grazing. The board’s minutes record the measure as carried despite the two dissenting votes.
Board action was limited to certifying the easements provided by the U.S. Fish and Wildlife Service; no additional county conditions were recorded in the meeting minutes. The certification formalizes the easement terms described by staff and allows the federal sponsor’s conservation requirements to be documented by the county.
